Dynamic Data Report not working properly

This Dynamic Report for SBC https://rock.scottsdalebible.com/page/674 should show a checkmark after the 7 day note or the 14 day note is sent. It is not working consistently. An example is Jill Wroblewski . The report for the 7 day followup is here https://rock.scottsdalebible.com/reporting/reports?ReportId=26&ExpandedIds=C256%2CC288 and the workflow is here https://rock.scottsdalebible.com/admin/general/workflows?workflowTypeId=33&ExpandedIds=C217 Jill is #158856 on the Manage Workflows list. Another example is Mark LJeureux who is #158855 on the workflow. Why are the checkmarks not appearing?

The issue seems to be when person has registered and is "Pending" in multiple Small Groups. Jill Wroblewski is currently pending in 3 small groups: McBride North Ridge Men's Group (207278), Damore Young Professional Men's Group (207278), and Dickey Tuesday Group (461867). The report will only list her once, but the 7 Day and 14 Day notice will only reflect their most recent registration. She was added to the Dickey Tuesday Group on 1/2/2023 and there has not been a 7 day notice after that time.
