Group Attendance Manual Entry

The '+' to add a manual attendance entry is not appearing on the group attendance page for group 175911: https://internal.coe22.com/page/1289?GroupId=175911 - see below. However, the block settings show that the 'Allow Add' option is set to 'Yes' - see below. Group Leaders do have 'Edit' access and the 'Weekly' and 'Custom' schedule options are configured on the group type.

Where/at what level is the security set to allow this option for group leaders?
