Person Merge Request Timeout/Exceptions

They are still having issues with person merges timing out/causing exception messages. I already ran the SQL per this post: Why are person merges so slow after upgrading to v14+? back in January that seemed to resolve the issue for a while. But, they're having issues again when trying to merge the following people:

Cami Lowcock

Russell Lang

Jeffrey Somers

Tina Kerr

Third Darter

The issue was caused by the Rock database being in an Azure elastic pool that wasn't scaled properly. We removed the database from the elastic pool and person merges now work.
