How come Background Administration Security can't see Background Check Documents?

Claire Parker from 5 Point Church has Background Check Administration security. She is unable to see a background check document when she clicks on it to view the contents.

The document can be found under Extended Attributes>Safety & Security. I've checked security on the attribute, on the file type, even the Safe Ministry Solutions page permissions. When you impersonate her she is unable to see the document and unable to see the Safe Ministry page.

I added her security role to the System Settings page which is the page Safe Ministry is nested under. This worked. When I impersonated her it didn't seem to work. I added a unique login to her profile then tried it incognito with the unique login. I was able to see it worked.

The issue happened again after updating to 16.6. Claire couldn't view the Background Checks. On the Background Check File type, I had to uncheck the "requires security" check box. File is still secure because of all the security settings on the pages and blocks.
